2022 Town of Pembroke Water Meter Replacement Project:

Sealed Bids for the Town of Pembroke water meter replacement project will be received by the Town of Pembroke at 500 Snidow Street, Pembroke, VA 24136. Bids will be received until July 21, 2022, 4:00 PM, local time, and shortly thereafter the Bids will be opened publicly and read aloud. The Work consists of providing labor and materials required to replace the existing meters in the Town of Pembroke water distribution system. The bid should include software required to collect meter usage data along with start-up costs and IT assistance. The requirements for the equipment and software are outlined in the specification package that can be obtained by contacting Stevie Steele with CHA Consulting, Inc. at ssteele@chacompanies.com.

The Bidder shall place on outside of the envelope containing the Bid the information required by the Instructions to Bidders. The qualifications, resources, and experience of the Bidder in the area of water meters are considered to be essential for successful completion of this project. Qualifications of Bidder shall also be in accordance with the Instructions to Bidders. Further, the Town may make such other investigations as he deems necessary to determine the ability of the Bidder to perform the Work, and the Bidder shall furnish to the Town all such information and data for this purpose as the Town may request. The Town reserves the right to reject any Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Town that such Bidder is properly qualified to carry out the obligations of the Contract and to complete the Work contemplated therein. Town reserves the full and unconditional right to waive irregularities and to reject any or all Bids. The Successful Bidder shall be determined based on the selection criteria included in the bidding documents. The Contract awarded under this Invitation to Bid are expected to be funded within American Rescue Plan funds. In accordance with the Code of Virginia, Section 2.2-4343.1, the Town does not discriminate against faith-based organizations or on any other basis prohibited by state or federal law. The Town encourages participation and bid submission from any Disadvantaged Business Enterprises (DBE) and/or Minority or Women Business Enterprise (MBE or WBE) capable and otherwise qualified to perform work defined by this project. The Successful Bidder must comply with the Presidents Executive Order #11246, prohibiting discrimination in employment regarding race, creed, sex, or national origin; Executive Orders #12138 and 11625 regarding utilization of MBE/WBE subcontractors in the performance of this Contract; provide certification that they do not or will not maintain or provide for their employees facilities that are segregated on the basis of race, color, creed, or national origin; comply with the provisions of Civil Rights Act of 1964.
